Selectmen meeting at the residence of Marian Varney, Town Clerk

- Guest: Josephine Belville, Real Estate appraiser from the NH Dept. of Revenue Administration
- Meeting convened at 4:00 pm, Monday, April 25, 2005
- Board discussed a strategy to begin utilizing the new Town Hall, It was agreed to continue having meetings
at Marian's House for the time being, since her knowledge is quite helpful. It was decided to start utilizing
the Town Hall for some storage and begin to create a Town Government Library.
- Board then discussed the ongoing storage of used railroad ties by Conway Scenic Railroad along Route 302
(across from the Nancy Pond Trailhead). We all agreed it is an eyesore, and creates safety and liability issues,
and most likely in violation of town zoning laws in regards to dumping. Marvin agreed to draft a letter to the
Conway Scenic Railroad and the Bureau of railroads.
- At 4:30pm, Josephine Belville from the NH Dept. of Revenue Administration joined us for a lengthy meeting
pertaining to the upcoming re-evaluation to be conducted this summer, and later the review board process in regards
to Donor/Receiver town Guidelines.
- Pertaining to the re-evaluation process, Josephine discussed with the board:
- Discussed how we would notify property owners
- Let property owner know representative from the state may be along during the revaluation process
- Marian will complete a list of properties in town
- Board will then provide owner names with town maps
- Reval company needs two sets of maps, Josephine also would like one set of maps (we may bill state for copying if needed)
- Property owners have the right to hearings on results of reval process
- Revaluation Company will supply names of employees
- VERY IMPORTANT: We need copy of insurance policy from Revaluation Company
- We then had a general discussion regarding the process with Jospephine
- Also discussed the fact a representative of the town would go along with Revaluation company if entering properties
that are vacant (if key is available)
- The second related (but different) topic covered by Josephine was the Assessment Review Guidelines that is
recommended by the Assessing Standards Board (ASB), the process that determines if a town is donor or receiver.
It was somewhat confusing and left us a bit overloaded... major points were:
- Be sure we continue to report current sales in town, and they are qualifying sales (e.g. transfers may
be less in a family transaction).
- Be sure to check and document properties under construction on April 1st of each year, the percentage of completion on
April 1st is the value of that property for that tax year.
- Keep town maps updated with new or changed property lines and property owners' names
- Discussed with Josephine about sometime in the future utilizing computerized programs for property value, she offered
some a helping hand in the future in helping us find suitable software
- Current use owners in town may have land revalued using "The Matrix", the town could distribute the matrix
form to land owners, and if the owner did not return the form, the town could fill form in.
- Josephine offered her help with any questions we might have, and we thanked her and moved on to the rest of town
business.
- After the earlier discussions with Josephine about computerization, we talked briefly computerizing other
town functions in the future.
- Marian let the board know that she heard from Dave Tilley, and Jeb Bradley will be at the Town Hall for a
meeting/get together on Saturday, June 16th at 10:00am.
- It was agreed at the May Meeting we will draft a letter to be sent to the property owners in town, letting
them know the week (most likely in July) that the re-evaluation process will take place. Josephine told us earlier
it is best for us to have as many properties appraised as possible (80% plus), I should note here, that if the
evaluation is determined not to be good, the town may have re-do the process.
- Because of scheduling conflicts, the June Selectman meeting will be earlier in the month, the date to be
determined at the May meeting.
- Ed Butler from the Notchland Inn let Mark know, that he (Ed) has had some very preliminary contact from
some Cell Tower companies regarding placement of a cell tower somewhere in Hart's Location.
- Marian presented an invoice for $20.00 that Bill King paid for from his own funds, to dispose of 4 tires
that were left by the town dumpster (North Conway incinerator does not take tires). We agreed to reimburse Bill
for his cost in being a good neighbor.
- Mark had to depart for a prior commitment (the meeting went longer than expected), Marvin and Bob sorted the
mail, saved one form from the NH Dept. of Environmental Services for discussion at the May meeting.
- The meeting adjourned at approximately 6:30pm.
